Between the time when Franken was seated and Teddy was still alive.

edit: note, I think that is plenty of time to get everything passed, from Health Care to Climate Change to Jobs, everything, and I agree he dropped the ball on that one. But he campaigned as a bipartisan middle of the road guy and you got what you wanted.
