You scoff at the bully pulpit, but how did Bush pass his 2nd tax cuts? First, he proposed it in the SOTU, then he went on a tour around the country promoting it to hand-picked crowds as well as the local media (and also probably raising funds for Congressional and other candidates). It was passed after four months of this.
