As long as stocks and bonds are included in the property to be taxed. I think Grandma Millie could get an exemption on her 5,000 shares of AT&T, but Warren Buffett and Bill Gates would have to pay the full rate on their billions. And John Paulson is going to pay a lot more on his investment property than on his house in the Hamptons.
