Cantor and Bachmann do want a default, they'd love to watch the various parties fight and bicker with each other over who did and didn't get paid in August, with what income the federal government does have available. Obama and Geithner will get all the blame.
Unless, by some accounting sleight of hand, the President and the Treasury Secretary can put off the day of reckoning for another month or so. Then Cantor and Bachmann would really love that, they'd say that the Administration was lying in order to get a worse deal for the American people.
I really don't think that the McConnell plan, or any variation of it is going to get through the House. If Boehner does put a lot of pressure on the tea partiers, they'll replace him with Cantor, if not now, then after the next election.
