Man charged with having pants around his knees

from CBS 21:

A man faces open lewdness and disorderly conduct charges for an incident at a Dauphin County (PA) shopping mall parking lot.

A woman told police that a man in a mini-van drove up next to her with his pants around his knees and nodded at her at the Colonial Commons Shopping Center.

Lower Paxton Township Police found the van driving on a nearby road.

Officers identified him as Handy Wood from Perry County and arrested him.
