The Republicans won't give an inch on anything, so it's absurd to suggest that the Democratic strategy should be to push for items the Republicans will agree to.
Obama should be pushing for what would work, whether the Republicans in the House are likely to vote for it or not. If he did that, arguing for a new WPA program publicly and explaining how it would help, voters might be more inclined to push the House back to the Democrats so they could accomplish those things.
But Obama's not going to do that, because as a neoliberal, he doesn't believe in things like a WPA program.
