He campaigned on ending the tax cuts. He said it was critical that they end.

And then he talked about how great it was to extend them.

People don't vote on policy any more because nobody will talk about policy. Republicans can't because their policies are so abhorrent they'd lose if they talked about the openly. Democrats don't because it wouldn't be bipartisan, and the vapid people that make up the village media don't have the attention span for it. Doesn't mean voters don't want to hear it, there's just nobody besides Democrats who will talk about it.

Unfortunately, Democrats talk about it as if they're giving a lecture on quantum physics.
