16. The budget says "Spend X" presumably within the limit of the debt ceiling.
The President can't, for instance, just send armed men to rob random citizens to pay for Congressional appropriations; he has to do so through legal means that get through Congress. The debt ceiling is a limitation on those legal means.

He does arguably have legal authority under the Fourteenth Amendment to do what you suggest, though, and I think he should. But he won't, so I'm talking about what the House Democrats should do, and should have done, taking that as a background assumption.
