The local charters I'm referring to and working with now grew out of alternative schools created for truants and outcasts who would ordinarily have been sent to continuation schools run by the individual school districts and which were not very good for the kids. These alternative schools are run by the county office of education, very much a public school system, but running in competition (one could argue) with the failing school districts. The county also runs the juvenile hall schools and homeless shelter schools, I taught for eight years for this system, the last four in the juvenile hall with long term incarcerated youth. All of these schools and the new charters are run by the office of education, and many of the best (union) teachers came from the old alternative schools, which are still running and running well. As a child originally from a small rural school, I preferred the small learning community and integrated lessons, and had a culture shock moving into the city for middle school and high school and having so many different teachers in the same day. Not all students do well in the traditional school systems, and there need to be options. Best luck to your little incoming grandchild student!
