9. They're ending that
Primarily because states created half-ass testing anyway. But one of the components of this budget and Race to the Top is to innovate new and more consistent means to measure progress, so that 60% of our kids are graduating from college by 2020. That's a great goal and high time somebody told the truth about college and economic success.
