Hoover was a much more patient man than FDR, hence Hoover's trashing - I kid you not - of the fact that FDR was not a fly fisherman, that he used bait on his hook for quicker results. Really, Hoover said that.

Hoover, like Carter was a good man in the wrong place at the wrong time.
