45. There are many volunteer fire districts in AZ that serve
rural areas. However, as I noted in my other post, it is sometimes not a matter of FORMING a fire district, but of an existing one being sprawled out of business. Many of the county islands were, in fact, once covered by either fire districts or by subscriptions to Rural/Metro.

The decision of property owners not to vote for annexation into a municipality is not always based on saving a few dollars in property taxes. When the rural, unincorporated development I lived in until a year ago was the subject of what amounted to a hostile annexation by the municipality, the majority of property owners voted AGAINST annexation even though it would have meant LOWER property taxes. We paid higher taxes as an unincorporated area, but we had the advantages of better fire protection through the rural district, better police protection through the county sheriff's department, and freedom from many zoning restrictions that were designed for a suburban environment and were simply not applicable to a rural one.

The annexation eventually went through in 1998, and some of the legal battles over those zoning restrictions are still going on.
