16. I appreciate your enthusiasm for trying to find solutions to the Senate's issues, but...
I doubt that the Nuclear Option would have passed a majority vote or even been validated by the Parliamentarian.

And as far as reading from the phone book, I don't know if that would have worked on every bill before the Senate. It is hard to herd cats.
