103. "...bound by prudence"?
Prudence:

1. the quality or fact of being prudent.
2. caution with regard to practical matters; discretion.
3. regard for one's own interests.
4. provident care in the management of resources; economy; frugality.

Hardly the word to use in the case of some kind of aggressive response to a N Korean attack.

At least Dubya could memorize his key talking points correctly.
Maybe she's a stepford plant in a Bush family plot to make the fortunate son seem bearable.
