If you look at welfare rules, they're designed to keep the poor dependent and poor. Couples can't get welfare and stay together. Years ago my 17 year old nephew got his 15 year old girlfriend pregnant and he married her and had every intention of keeping his new family. After a while they were forced to apply for welfare and were told that if he was out of the household they could give his wife welfare. The States deliberately makes it harder for the poor. I remember he was crying in frustration when he told me this.
