My guess is that these bikes are not for sale in the US for a combination of the following three reasons:

1) they do not meet current safety regulations
2) they do not meet current emissions regulations
3) there is not sufficient demand in the marketplace to make it feasible to offer for sale here

I thought you might have some insight into these issues, particularly 1) and 2). I see that you do not. Given that reality, I think my hunch fits the facts better than anything I've seen on this thread.
