6. I have a public electricity co-op
They cut off service if you don't pay the bill too. And they don't even come out and leave a 3 day warning on your door anymore either. Because they're a non-profit co-op who are supposed to operate for the good of the people, they don't fall under the jurisdiction of the State Utility Commission. Therefore, they can do whatever they want.

The problems in the OP have been going on for decades, in both public and private utilities. If the shut-off person isn't properly trained to respect medical conditions, they will make deadly errors.
