I assume they mean "reasonable suspicion" which is one of the cornerstones of American law. It's strictly defined in American law, and what keeps a cop from stopping you whenever he wants. I guess they don't have that in the 12-member Union of South American Nations, which means the police can stop you whenever they want in those countries. Sounds a little more like Gestapo then Arizona, don't ya think?
I don't know what bothers me more. The fact that they are complaining about a law in the United States without understanding a cornerstone of our judicial system, or you using it as justification for your argument.
