and please correct me if I am wrong. I am not military, but I have been told that when you are in the military -- that comes first.

So let me ask the next question, if he were to speak to Rolling Stone, or any other publication, would he not need permission to speak?

this is the part that is confusing me to no end. I would expect a General to know this kind of protocol.
