Things have been allowed to fall apart everywhere. And there is just something that builds confidence and a sense of "something getting done" in seeing construction. Even if someone is among the few that sees a tangible benefit from a "tax credit" it just doesn't have the same impact on the psyche of the community as seeing a new bridge go up or a sidewalk laid down.
