15. In favor of them. (I'm in public health.) Some things to keep in mind
as you're thinking through this. What are your local regulations regarding individuals carrying syringes? What is the attitude of your local police?

This is not my area, but I've heard those involved in these programs discuss how the policies/regulations of the municipality in question can undermine needle exchange programs if you're not cognizant of them.
