20. I think I know what you mean, but I think it's about being "tribal."
There's a tendency to grab onto "Us vs. Them" instincts, from fear. (That's my theory, anyway.)

I think some people tend toward gathering and supporting a greater "Us," while others focus on their insecurities and fears of "Them." It's kind of the difference between "All for One and One for All" vs. "Every Man for Himself." It's kind of the difference between Socialism and Oligarchies. It's kind of the difference between liberals and so-called "conservatives."

I've sometimes thought the only thing that would get EVERY body on earth together would be a war against something that threatens everybody on the planet. Some people will only unite out of fear or hatred of something else...

Anyway, I don't think it's necessarily about race at all. I do NOT see people of other skin colors as an "outgroup" the way you describe. (I do admit seeing ignorant, intolerant, divisive people as an "outgroup" in that sense. They keep our "Us" from coming together.)

But no, I don't agree that "racism is the normal human state."
