13. I think Ozy was referring to individuals who commit suicide..
...by pulling a gun on a cop. The cop fires and kills the "perp," only to discover the gun wasn't loaded, or it was a toy gun, etc.

I think the meaning is: if you're going to commit suicide, then don't pull someone else in with you, especially if you want that person to do it for you...
