He's taxing the rich some more.

where's the proof it will apply to the line workers?

Obama wants to sign what he can get, even if it is not what he campaigned on, because he wants to help the people that will be helped.

Never absolutely hang onto what a candidate says. That's naive. We all know that anyone campaigning for President will end up changing their minds when in the office about at least a few things.

There may be some issues he would veto if he could not get what he can get, but this is something where he'll want to sign whatever he can get out of Congress, as long as if does some good.
