107. I haven't read the pamphlet but I think there is way more good there than bad.
If the pamphlet is done right it could help prevent the spread of AIDs and perhaps provide a helpline for those looking to rid themselves of what we can all agree is a horrible addiction.

This probably something they aren't passing out in high schools and playgrounds. If I'm correct, NYC has a needle exchange program and this is probably something being handed out along with clean needles. If they can help prevent the spread of AIDs and other infectious disease to even a handful of addicts then the program has paid for itself already.
