1. if they grant a special exception for the US, then they would have to grant an exception for EVERY country in the treaty. which would render the treaty completely meaningless.
2. S. Korea is not a signatory to the ottawa Treaty, so they can continue producing landmines and can keep mining the DMZ all they want, even after and if the US signs the landmine ban treaty.
...btw, we're not South Korea's nursemaids or babysitters. Let them be responsible for their own fucking defense for once. the South Koreans aren't a bunch of defenseless, helpless little children that we need to coddle ok? we have more than enough of our own problems to worry about here at home.
