18. Um...the CIA, or the State Department?
From the article linked in your OP:

"U.S. officials said the father, a former Nigerian banker, expressed his concerns about his son's radicalization during at least one meeting and several calls with officials at the embassy in Nigeria."

Who's responsible for running our embassies overseas, the CIA or the State Department? The article then goes on to say:

"The information on AbdulMutallab had been sent to CIA headquarters in Langley, Virginia, but it sat there for five weeks and was not disseminated, the source said."

Correct me if I'm wrong, but isn't it illegal for the CIA to conduct operations within the borders of the United States? Isn't that why we have the FBI?

Seems to me, the "officials" at the embassy in Nigeria who spoke with the guy's father should have contacted the TSA and FBI - in additiona to the CIA - with this information.
