Passage of the joint resolution that would authorize the president to use all necessary and appropriate force against the nations, organizations or people that he determines planned, authorized, committed or aided the terrorist attacks that occurred on Sept. 11, 2001. The use of force is also granted against States that harbored such organizations or people. Passed.
