If she'd kept her damn cats indoors, she wouldn't have had any problems.

Plain and simple.

Neither would the rest of the town, and her neighbor never would have had a chance to prove his asshole nature.

We have six cats, all are indoor cats, and our neighbors couldn't possibly care less.
