I have no seat belt buzzer yet I put it on every time (even just to move the car a few feet). Why? Because it's my choice to use it, and I've made that choice consistently enough that it is habit.
You can make disabling the device a crime, but driving drunk is a crime to begin with (and a far worse one). I can see unintended consequences already; buy a car from someone who had it disabled, you didn't know about it, now you're in jail because of what someone else did and didn't tell you. Selling drugs on the street is a crime, too, but there's hardly a town in the country where they aren't available - so you know there will be lucrative black-market device-disabling "entrepreneurs", so to speak, who will go into business the moment these devices become mandated.
You can't legislate away stupidity; all you can do is punish it appropriately. There's an old saying that goes along the lines of make a device idiot-proof and someone will come along and invent a better idiot.
