actually she looks small enough that someone would have been able to do it. But they may have been afraid of being charged with assault. Which they probably would have been, if they'd been successful but only after serious physical action. And groupthink would have been involved here too - until someone was mentally strong enough to act, no one was going to act, and be the one sticking their neck out of the crowd. Not saying it's right, but that's how it works.

And anyone who wasn't there can't really say how negligent the other adults were to let the kids go with her, although it does look pretty bad. The one guy who did pull the toddler out of the car may have had his hands full with just that kid - the kid probably really wanted to go to the birthday party.
