2. Depends on the "nation"....
If you have a homogenious and cohesive group, rational national boundaries, and a relatively modern society, a modern, western country like the US can "build" a nation. We "rebuilt" Japan and Germany after WWII, for example.

Afghanistan has none of those things.

Attempting to nation-build in Afghanistan is a clusterfuck.... complete with goat option.
