39. A lot of things went wrong in this case, it seems
In a previous life I was a bookkeeper in a retail store. I'd like to hope that our procedures would have prevented this.

So a guy walks in with a "supervisor" name badge that no one recognizes and is provided access to the cash office. If the person responsible for the cash office doesn't recognize the supervisor, they should call the someone in the store's management to verify the credentials.

Next the guy has his own key and the safe combination. This suggests it was an inside job. Time to find who's keys are missing. Does every store have the same locks and safe combinations? If so that's really bad.

$200k was just sitting in the safe? Do they not have a drop safe? After a fraction of that was turned in, we would drop it into the drop safe. Once in the drop safe, it can only be accessed by the armored car service because they have the key and the store does not. And even if the armored car agent has the key they aren't provided access unless their ID matches the list of authorized persons (the armored car service provides this list, including exact photocopies of each ID card).

As for Walmat, its no skin off their back; they surely have insurance to cover this. A bunch of people are probably about to get fired though.
