The sledgehammer is a nice fantasy, don't get me wrong. But leave a note under the windshield, including a rundown of the cost in terms of money, lives, and national prestige. Set up an e-mail account just for the purpose and leave it as the signature on the note. Invite a discussion, instead of blasting the chump.

However, if you are determined to cause some trouble for the driver, complain to the hospital about its employees using neighborhood streets for their parking lot. Mention the license plate number of the warmonger prominently in your complaint. Every day the car is parked there, make another call.
