33. You're dealing with people here...
...who can't -- or won't -- distinguish between the majority needed to carry the main motion, in this case to pass a bill, which needs a minimum of 51 votes (or 50 plus the VP if a tie -- the VP can't vote unless there's a tie), and the motion to end debate -- cloture -- which needs 60. (It was 67 not too long ago...)

Willful ignorance.
