12. I see the point you are trying to make, but its not a very good analogy.
The staffer should have been fired because she was obviously horsing around. She should have sent them off and called police to report trespassing if they didn't leave.
The pimp and prostitute routine was so over-the-top absurd that she knew it was BS. But, yes, she should have reported it just in case. She made a bad decision with a whacked out sense of humor, but she's not some evil person who thinks child prostitution is a great thing.
