Its another thing to add extra software to make sure it DOESn't work with a particular network.

Apple has went to great effort and expense adding software locks to remove the ability of the Iphone working on Tmobile, dozens of regional carriers and hundreds of internation carriers (all GSM networks).

In fact, they even went beyond the GSM standard to eliminate SIM card swapping even on the AT&T network.
