Because they are. The lack of funds has forced many libraries to seek shorter hours of operation. The libraries around me are closing extra early. And on weekends they might as well be closed all together.

Now we have someone who only gets very limited access to the internet. Yet he or she needs to access email or apply for a job. Or take classes online for school. Or anything of that nature.

What do you propose that person does?
