79. Oh, here's another gun control measure I and likely even the NRA
would support.

Open NICS to private sellers on a voluntary basis for a minimal cost. As it is there is no way for me to access NICS if I want to sell a gun to a resident of my state without being at the mercy of a FFL dealer who really isn't interested in transfering private sale guns so they make it cost prohibitive. If FFL dealers were required to conduct firearms transfers for a statutory fee, say $20 or less (10 minutes work). Shield any seller from civil or criminal prosecution if the gun is later used in a crime, if they transfer through NICS. Set up an NICS check point at all gun shows. Then fund a public awareness campaign. This would go a long way toward keeping private sale guns out of criminal hands.

Another idea, prosecute straw purchasers for the same crime the shooter is charged with.
