13. illegal wandering?
"wandering for the purpose of obtaining controlled dangerous substances." so is it illegal to walk to the liquor store or to get cigarettes or just illegal to walk up to buy weed? it is great, you do not even need to have drugs on you, if you have 5 dollars or more you can get busted for wandering. what a great country.
