Last summer, Mr. Tesha investigated this exact point with our '96 Dodge Caravan and this turned out to be very bad advice, at least for this vehicle.
With the AC on (and yes, it's in good operating order), the mileage was 3-5 MPG lower than with just the ventilation blower running. By comparison, opening the windows had essentially no effect.
And yes, to all of you who will also like to claim that speed doesn't matter, the Caravan's mileage was very sensitive to speeds greater than 55 MPH. It managed 29 MPG but only manages about 22-23 MPG at 75 or so.
