Part of your excerpted language says:

"Highly inflammatory or divisive attacks that echo the tone or substance of our political opponents are not welcome here."

One of the things that disappoints and angers Obama supporters is that many critics are posting things that fall short of insults and name calling, but that do seem to met this criteria.

More specifically, many Obama critics (and critics of the Democratic Party in general) have been posting harsh "criticisms" that are either blatantly factually false or non-verifiable.

These are posts that attribute "motive" to the administration when, in fact, it's pretty impossible for a civilian internet poster to know what is in Obama's (or Hillary's or Biden's or Pelosi's or anyone else's) mind.

When someone writes something to the effect, "well of course they're going to sell us out" or "Obama and Bush are exactly the same," that's not an insult. But it's a statement that purports to be factual that is actually devoid of truth/false value. It's just anti-Obama rhetoric that does not rise to the level of insult.

DU is often flooded with this kind of material which while not insulting or inflammatory "echo<es> the tone or substance of our political opponents" -- which five minutes of watching Glenn Beck shows, is basically a tone of making up unverifiable "stuff" and accusing the administration and party of it.
