109. Here's what I've seen happen. Judge declares an amount for child
support. The appropriate department in the system (I think the initials are DCF) is paid by the noncustodial parent who issues the check to the custodial parent. THe agency monitors payments. At income tax refund time, the agency can seize all or part of any refund due the noncustodial parent for distrubution to the children involved via custodial parent.

If the noncustodial (hereinafter called deadbeat) gets better job, or teevee interviews, etc, custodial parent can request adjustment. In any case, if deadbeat owes money, of if DCF thinks it is justified, it can be made up at tax refund time.
