The trouble is, given Obama's recent statements, I doubt that the bill would get much traction in Congress without the president pushing it, not to mention Obama signing it into law.

As far as Obama breaking his pledge, yes, he did. He promised in the campaign that if he were to be president he would “not use Justice Department resources to try and circumvent state laws” in regards to medical marijuana. <“not use Justice Department resources to try and circumvent state laws” [http://www.youtube.com/watch?v=DTWZ7W5w48s> Yet that's what the DEA just did.
