finding a way to regularly pay them.

What does Afghanistan have in way of an economy or exportable product that they can use to obtain funds to sustain a government and economy to pay such a large army?

Opium/Poppy is their only real cash crop.

There's no oil, no natural gas, no fishing industry (it's landlocked), no diamonds, no coal, no precious metal ore.

The land is arid and dry, making agriculture and farming difficult at best.

Very little of the country has electricity, indoor plumbing, or available running water the way most industrialized countries are accustomed.
