20. It's not only the DOJ that does this. I think it's SOP in most cases.
At least those that are big enough to matter. The burry them under mountains of paper is an old lawyer trick. You actually DO give the opposition everything they asked for, but there's SO much material,the damning evidence will most likely be missed.
