The White House was under a deadline to justify their unwillingness to pursue Bush crimes regarding the USA firings. To avoid that, Obama's lawyers offered Conyer's a compromise. There will be private testimony, not under oath, with retention of Rove and Miers right to claim executive privelege. Obama's pledge of transparency in government, like his pledge about lobbyists, wasn't carved in granite. There must be exceptions to his own rules, if he is to rule.
