15. Striking a civilian
should be handled with the same gravity as shooting a civilian is handled. These cops need to be reigned in, and re-educated to the fact that being a cop is a PRIVILEGE, and that their duty as cops in no way justifies their casual use of force. Force should always be the last resort.

Cops should spend more time communicating; I have two cops in the family (now both retired), and in any given patrol shift, about 85% of a cop's time is uneventful. So cops should invest the time necessary to avoid violence, instead of acting like they are always in a hurry, or their time is more valuable than a person's front teeth, as their actions seem to indicate a belief that it is always easier just to knock a civilian around and arrest them for resisting than it is to spend any time speaking with them.
