I'd guess if the pugs had their druthers, just for the purposes of this bill, the "middle class" means anyone making under 20 million a year. In any case tax cuts are the least effective way to boost the economy; Adding to the economy just 30 cents for every dollar spent...a net loss of 70 cents per dollar spent...on the other hand, food stamps, welfare, lower income and the like boosts the economy $1.30 for every dollar spent because that money has to be spent into the economy. The tax cuts are too big of a giveaway to places it is not needed and does not have to be spent so urgently. So just to recap;
Every dollar the government pumps into the economy for tax cuts equals a 30 cent boost to the economy.
For every dollar the government pumps into the economy for the more desperate, boosts the economy by $1.30.
and if memory serves, every dollar spent on infrastructure and job creation brings in $1.70 for every dollar spent + we get something vital in return and that my friends is a win win situation.

What is wrong with this picture?

So ixnay on the tax cuts, except those struggling to survive, and more, more, more on the infrastructure that will carry us into the next century and lots to help the needy pull themselves up from poverty, thus adding to the economy forever...or at least until another puke steals an election.
