3. Bush is not the only one to use them (not by a long shot) and they do have value
They are a way, one of several ways, in which the President can give direction and guidance to his Cabinet Members for the application of law for which (in a perfect world) he will ultimately be held accountable. Where Bush abused their use was in signing statements that acted to counter the law they were supposed to assist in the application of. In short he did not use Signing Statements, he abused them.
